Plants and seeds policy

Most plants and seeds can be listed on Ventio provided they comply with EU and Cyprus plant-health rules, but certain species and regulated pests are prohibited.

What is the policy?

  • Endangered or protected species (e.g. species listed in CITES Appendix I or the EU Habitats Directive

Annex II) may not be listed.

  • Plants and seeds sourced from outside the EU require a valid phytosanitary certificate and EU plant passport under the Plant Health Regulation; without these, they are not allowed.
  • Quarantine pests and regulated non-quarantine pests, as defined in Commission Implementing

Regulation (EU) 2019/2072, are prohibited on any plant or seed.

  • Noxious weeds and invasive species listed by the EU or EPPO are banned; sellers should verify using the EPPO Global Database.
  • For all other plants or seeds, sellers should consult:
  • Regulation (EU) 2016/2031 (“Plant Health Law”)
  • Commission Implementing Regulation (EU) 2019/2072 (quarantine-pests list)
  • EPPO Global Database (regulated pests & invasive plants)
  • Cyprus Plant Health Regulations (implementing EU law domestically)

Activity on Ventio must follow this policy, the Ventio User Agreement, and all applicable Cyprus and EU laws. Non-compliance may result in listing removal, warnings, account restrictions, or suspension.

Why does Ventio have this policy?

This policy protects agriculture, biodiversity, and the environment by enforcing the EU Plant Health Regulation (EU 2016/2031) and Cyprus’s implementing measures, preventing the introduction or spread of harmful pests and preserving native and endangered plant species.
